The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are released from different nations. Considerable effort is allocated on managing particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from across the border, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been scrambled to engage hostile guided weapons streaked across the sky – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from catastrophe and further power outages.

Continuous Dangers

Not long after, a automatic firearm engaged a drone close by, part of a defensive team – probably imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.

Political Considerations

It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's occupied territories.

The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until situations evolve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
